Safety Risks
Never use toothpicks or sharp skewers that could poke your bird.

Easy: Hang it near their favorite high perch.
Medium: Clip it to the outside of the cage bars so they have to reach through to eat it.

Sing "Happy Birthday" while you serve it; budgies love the attention and the "vibe."
If they ignore the pepper, try "taking a bite" yourself (pretend!) to show them it's safe.
