Any amount of onion is dangerous for budgies. Their blood volume is approximately 6-12% of their body weight — for a 35-gram budgie, that's roughly 2-4 milliliters of blood. It doesn't take much to disrupt a system that small.
Notes
Onion powder is more concentrated and therefore more dangerous per gram than raw onion. It hides in many prepared foods — crackers, chips, seasoning blends, soups, and sauces. Never share seasoned human food with your budgie. Even cooking onions in the same room can expose your bird to irritating fumes.

If you're looking to add vegetable variety to your budgie's diet, try small pieces of bell pepper, cucumber, or leafy greens like romaine lettuce. They're nutritious and completely safe.
